Water-soluble decals are basically decals that are activated with water . They are the same type of product as water slide decals .
What does “water-soluble” mean?
This means that the adhesive or base coat dissolves or loosens with water , allowing the design to slide off the paper and transfer to another surface.

They come printed on special paper with a very thin film on top.

When submerged in water, the film separates from the paper.

They are placed on the desired surface (ceramic, plastic, glass, metal, etc.).
